Japanese media are reporting that prosecutors are unlikely to indict the operators of the Fukushima nuclear plant. More than two years after it was crippled by a tsunami there's still a 20 kilometre exclusion zone around it and its still leaking. Despite that, some people who were evacuated are now being allowed to return. And some of them are heading to the nearby beaches in Iwaki over the summer holidays.> Al Jazeera's Rob McBride reports from Ikawi, Japan.
