It is the city on the Crimean peninsula in Ukraine where the Russian Black Sea Fleet is based, but now it says it is a part of Russia.
The council in Sevastopol says there has been a vote to break away from Kiev immediately.
It comes as Crimea itself says it wants to cut ties with Ukraine and join the Russian Federation.
