They may not have a manifesto before polls but that hasn't deterred BJP from releasing a chargesheet against the UPA. The chargesheet is likely to criticise the UPA government with scams and inflation topping the agenda. As there are delays to announce its manifesto, the chargesheet tactic will be a weapon for the BJP against the Congress.
