Officials said the explosives-laden car killed at least 12, including six policemen, in the fiercely anti-Taliban Panjshir province.
The mountainous northern province was an important rallying area for anti-Taliban forces that helped topple the Islamist group's government in 2001.
Local officials said 30 civilians were wounded.
