Diplomatic efforts are under way to end the crisis in eastern Ukraine - which has killed more than five thousand people since last April.
French President Francois Hollande and German Chancellor Angela Merkel are in Kiev to push their new peace initiative.
They say the plan will respect Ukraine's territorial integrity and present a solution that's acceptable to all.
US Secretary of State John Kerry is also in Kiev, where he's met with Ukranian leaders and urged Russia to stop military support for the separatists.
He's called for an immediate ceasefire.
NATO defence ministers in Brussels have also been discussing the situation in Ukraine.
The alliance is seeking to boost its military presence in Eastern Europe with the creation of a new rapid reaction force of five thousand troops.
