Jinkee poised to win as opponent in Sarangani concedes

MANILA, Philippines -- Jinkee Pacquiao, wife of Filipino Fighting Congressman Manny Pacquiao, will be proclaimed the winner of the vice-gubernatorial race in the Sarangani province even though canvassing of votes has just started.
