Academics and drug legalization advocates met in Mexico for a forum to discuss alternative solutions in the war on drugs. While Interior Minister Miguel Angel Osorio Chong feel the results of the war on drugs have been positive, with increased security for the population, many analysts feel the balance sheet is overwhelmingly negative, given the more than 100,000 fatalities, the widespread violence and breakdown in law and order and the very fabric of society in many parts of the country, and the army taking on tasks that should correspond to law enforcement. Part of the debate is whether drugs should be considered a security or health issue. Clayton Conn reports from Mexico City. teleSUR
