Dynamic Shadows Off, Particle Effects Off, Wet Effects Off & V-Sync Off. By far, the settings that have the most noticeable effect on frame rate have got to be Dynamic Shadows and V-Sync. Since the weather condition is clear, the other 2 would have no impact on frame rate.
