Sipas Dhurata Shehrit, nevoja urgjente për një anketim, i cili do te zbulonte se çfarë dhe si lexojnë shqiptaret, është mënyra e vetme për te nxitur lexueshmërinë. Deklaratat, te cilat u bene gjate një tryeze mes ministrit te Kulturës Aldo Bumçi dhe njerëzve te letrave, u përqendruan pikërisht tek kujdesi qe duhet te beje kjo ministri dhe ajo e Arsimit për te çuar librin tek fëmijët apo studentet. Krijimi i revistave specifike orientuese, rivitalizimi i bibliotekave ne rrethe, por edhe funksionimi i librarive ambulante, pra librarive autobus, ishin disa prej ideve qe specialistet i dhanë Ministrisë se Kulturës, e cila ne fakt këtë vit fondin mbi librin e ka 20 milion leke.
