Për banorët e zonës së Gorës në komunat Shishtavec dhe Zapod të Kukësit, bashkëpunimi ndërkufitar me Kosovën është jetik, sidomos ne dimër kur bllokohen rrugët. Në të shumtën e rasteve, rreth 10 banore te këtyre zonave furnizohen me bukë e ushqime, si dhe kryejnë urgjencat shëndetësore në komunën e Dragashit qe e kane vetëm pak minuta larg. Por problem për ta mbetet orari i kufizuar. Ata mund te kalojnë dy ore paradite e dy ore pasdite por vetëm ne këmbë apo me kuaj, pasi makinat nuk lejohen. Drejtues te dy komunave Zapod e Shishtavec e kane ngritur shqetësimin deri ne qeveri, por pa marre një zgjidhje. Edhe ne kohen kur rruga është e hapur, banoreve te këtyre fshatrave u duhen afro katër ore për te mbërritur ne qytetin e Kukësit. Si drejtuesit e komunave, ashtu edhe vete banoret bëjnë thirrje për vendosjen e shërbimit te plote doganor ne tre pikat kufitare Shishtavec, Orgjost dhe Borje si domosdoshmëri për zhvillimin e zonës.
