2013 do te jete një vit i vështire për bashkite dhe komunat e për rrjedhoje edhe për qytetaret qe marrin shërbimet nga qeverisja vendore. Kriza financiare ka bere qe buxhetet e tyre te jene ne te njëjtat nivele sa te këtij vit, ka njësi qe do përfitojnë me pak, por ka edhe nga ato qe kane një rritje te lehte.
