Here are a list of other orders to go in if you do not have access to the ardougne teleport spell.
Alternative: (No teleports, more walking)
Pickpocket men/women in Lumbridge for 6 fragments.
Go to H.A.M hideout, pickpocket for 2 fragments
Go in front of Lumbridge mill and thieve the regular farmer for 6 fragments.
Go north to the sheep field and thieve the Master Farmer south of Varrock for 6 fragments (found to the south east of the Dark Wizards).
Walk north to Varrock Castle, then pickpocket the guards outside of the castle until you gain 6 fragments from them.
Go inside the castle, and pickpocket the warrior women in the north-west corner of the ground floor for 6 shards.
Home teleport to Lumbridge, or walk/buy Lumbridge teleport if you aren't on modern spells.
