Talk to Krusty and then buy the Super Villain Car from Kearney at the Krusty Lu Studios. If you already own it, then head to a phone booth! And then head around town and knock down the laser stands and then head back to where you started and talk to Krusty!
I know many people struggle the most with this level because the time is difficult. Don't worry too much about the time when knocking down the stands, but once all are collected, head back as fast as you can. Follow the shortcuts I've used here and you should be fine. The car has a good amount of speed in it!
