Talk to Snake outside the DMV, then follow the garbage truck and pick up the falling garbage. Once you get downtown, go around and collect the rest of the garbage!
I would recommend starting off far out near the firetrucks, and work your way back. Because the longer you take, the less time you have to get back! I hate this mission
