ALDE Public debate on "Housing - a fundamental right?"

Housing is not a specific competence of the European Union, but many Community policies (in particular environment, social affairs, transport, energy, internal market) have a direct or indirect effect on housing conditions in various EU Member States. Local and regional authorities in the EU are generally responsible for housing issues in their areas, urban settings providing the greatest challenge on housing issues. Much needs to be done in order to implement a socially responsible policy and make housing accessible to all.

In view of the current preparation of the European Parliament report on housing and regional policy by ALDE rapporteur Mr Andria, this event will look at the current division of responsibilities in the area of housing at the national, regional and local levels. Which role do the local and regional authorities play? What are the success and failures? How is the competence for housing issues organised in Member States? Examples of Poland and Germany will be presented.

The debate will then look at the challenges in the area of accessibility of housing (e.g. for disabled people) and quality of housing. Furthermore, demographic challenges for the housing sector and ways to strengthen right to housing vis-à-vis worker mobility will be discussed. Finally, the debate will try to clarify what role the European institutions should play in the development of housing policy.
