Scotland considering second independence referendum

Scotland’s First Minister Nicola Sturgeon says a new Scottish referendum on independence is "highly likely" and should take place before Britain leaves the European Union in the wake of Brexit. Scotland voted to stay in the EU by 62 to 38 percent.
