In a major relief to Khalistani terrorist Devinder Pal Singh Bhullar, the Centre told the Supreme Court on Thursday that it was in favour of commuting his death penalty into life imprisonment.
The Centre said that there was a delay of 18 years in deciding on his mercy petition.
