MANILA - Urban planner Felino "Jun" Palafox believes the subway plan along EDSA will only benefit commuters if the current and next administrations are committed to it. Speaking to ANC, Palafox said the government should ensure that the subway fares will be affordable to the public. He added government can penalize the use of private cars to encourage more commuters to use the subway. ANC, September 19, 2013
