Mali President Ibrahim Boubacar Keita has resigned with immediate effect and dissolved parliament. He and the prime minister are being being held at a military base outside the capital, Bamako, after mutinying soldiers seized them at gunpoint last night. It is not yet clear who is leading the revolt.
