The Works and Transport Minister says there are some "serious characters" that appear "hell bent" on either sabotaging or vandalising pumps meant to help alleviate flooding in different parts of Trinidad during heavy rainfall.
This, as the Ministry is engaged in 200 desilting projects ahead of the rainy season.
