When city island most dirtiest police department is investigated by the attorney general office because of over 250 unsolved homicides and shootings things start to surface and uncover dark secrets about the departments lieutenant that causes him to put out hits on the gang leader and his crew before the feds get a hold of them and they start to blow the whistle on his department. but the lieutenant is not aware that one of the feds working the investigation is working with a undercover cop by the name of victor waze who is trying to take total control over city island by recruiting all the top drug dealers and offering protection if they work under the crew he has put in place.
