Heritage crews conducted Oil-Spill clean-up, in Penal on Friday as flood waters have receded.
On Monday the area saw heavy rainfall which led to significant flooding.
But, due to a leaking oil transfer line, flood water came gushing in with a top layer of thick black oil.
Residents told reporter Cindy Raghubar-Teekersingh Friday, the flooding is not new, but, they've never dealt with oil-plastered flood water.
