WA's Police Minister, Paul Papalia says he's frustrated by a decision to acquit a 10-year-old boy accused of stealing a car and driving at police in the Kimberley. The Magistrate found the child did not know what he was doing was morally wrong, but the Minister says the lack of a penalty sends the wrong message.
