Taiwan President Lai Ching-te has launched three new special councils that he will personally lead to focus on national defense, health care and climate change. Facing mounting military pressure from Beijing, Lai said cross-strait peace needs to be based on strength, which is why the defense task force will have civil preparedness as a key focus.
