MPs are to debate a bill which would mean causing death while driving without a license is automatically treated as causing death by careless driving.
Harry Parker was just 14 years old when he was hit and killed by a car on his way to school in Swindon.
The driver of the car didn’t have a license, insurance, or stop at the scene.
