Callum Differ, 27, has accused South Yorkshire Police of "slaughtering" his two dogs, Mila and Benji, after they were shot dead by marksmen on March 31.
The dogs escaped from his garden in North Anston, Sheffield, and allegedly attacked a horse, prompting police to act.
Differ denies the dogs posed a risk and claims the situation could have been handled differently.
Police say the dogs were a danger to the public, but Differ argues they were gentle and well-behaved.
The incident is under investigation, and Callum is considering legal action while seeking changes in how such situations are handled.
