Draft and circulate the AICSA as a proposed Framework Convention. 撰擬《人工智能文明守護條約》，供各國審議。
Host multilateral expert consultations. 舉辦科學、倫理與政策多邊協商會議。
Phase 2 – Global Conference on AI Governance (Year 3) 全球治理會議召開
Organize a World Congress on AI Governance. 籌辦「人工智能治理世界大會」。
Secure 50+ signatory states. 確保五十國以上聯署。
Establish task forces on Verification, Ethics, Education. 設核實、倫理、教育等專組。
Phase 3 – Ratification and Institutionalization (Year 4–6) 批准與制度化階段
Ratify via UN General Assembly. 由聯合國大會通過條約。
Create the UN Agency for AI Safety and Scientific Development (UNAISSD). 設立「聯合國人工智能安全與科學發展署」。
Secure funding through national and private sources. 籌資於會員國與公益機構。
Phase 4 – Monitoring, Updating, and Adaptation (Ongoing) 持續監察與修正
Conduct biennial Civilizational Risk Reports. 發佈每兩年「文明風險報告」。
Update standards and public tools. 修訂規範，普及應用。
Empower regional AI Inspectors-General. 設區域總監審官，以保條例行之有常。[AI assisted]
