He said, "... It is PM Narendra Modi's resolution that a Viksit J&K will lead to a Viksit Bharat. To fulfil that, I held meetings with the CM. Kashmir will become a horticulture hub, and that is why we have decided that a Clean Plant Centre will be established, for which farmers will need plants, and it is essential that the plants are of good quality... It will be built at a cost of Rs 150 crores. Private nurseries will also be subsidised... A tissue culture lab will be set up for saffron... A survey of 5 lakh people has been carried out under the PMAY, and they will be allotted houses after due verification..."
