Tropical cyclone “Crising” (international name: “Wipha”) intensified from a tropical depression into a tropical storm at 2 a.m. on Friday, July 18, as it moved closer to Northern Luzon, prompting the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to raise Tropical Cyclone Wind Signal No. 2 over eight areas.
