Ukraine would reject a 28-point peace plan proposed by the United States and Russia, according to analysts, as Kyiv faces pressure to accept terms seen as highly unfavorable.
The plan reportedly includes territorial concessions to Russia, including areas not currently under Russian control, restrictions on the size of Ukraine’s military, a ban on joining NATO, and phased lifting of sanctions and reintegration of Russia into the global economy.
Jaroslava Barbieri, research fellow at the Ukraine Forum, Chatham House, described the plan as exploiting Ukraine’s political vulnerability and called it a “non-starter” from Kyiv’s perspective. She emphasized that European leaders need to step up in case the U.S. withdraws from the process.
President Volodymyr Zelensky discussed the plan with leaders from Britain, Germany, and France, carefully navigating the diplomatic situation. Meanwhile, the Kremlin stated that Russia has not received an official proposal and urged Kyiv to make a “responsible decision.”
