On International Day of Persons with Disabilities, NGOs in Taiwan are gathering in Taipei to mourn what they call a dying disability law. The groups say they’ve pushed to amend the law for 15 years, hoping to make public spaces more accessible and respect the autonomy of people with disabilities. But they say progress has been slow.
