European leaders have signed a landmark convention in The Hague to establish an International Claims Commission for Ukraine, aimed at securing compensation for the massive damage caused by Russia’s invasion.
Ukraine’s President Volodymyr Zelenskiy said Russia must face consequences for war crimes, occupation, and the abduction of Ukrainian children, stressing that sanctions and pressure must remain until justice is delivered. Dutch Prime Minister Dick Schoof underlined that there can be “no just and lasting peace without justice,” declaring that there must be no impunity for the destruction inflicted on Ukraine.
The commission will build on the existing Register of Damage, which has already received more than 80,000 claims, and is designed to pave the way for actual compensation payments. European and regional leaders said the move sends a clear message that aggression in Europe will carry long-term legal and financial consequences.
The signing comes as international diplomacy intensifies around ending the war, while Ukraine and its allies insist accountability must be at the core of any peace settlement.
