For four years, the Barlows fostered a young girl, Minnie Biddulph, whose biological parents were both alcoholics. The Barlows hoped to adopt Minnie but instead Miss Prossitt, the Head of Social Services, ordered that Minnie be returned to her biological mother, who was now recovered.
