Premier Cho Jung-tai will not countersign amendments to the Satellite Broadcasting Act, the Settlement of Ill-gotten Party Assets Act, and the Organic Law of the Legislative Yuan. His refusal effectively blocks the bills, which had already been passed by the opposition-held legislature, from taking effect. But Cho says the changes are unconstitutional and benefit certain groups over others. Opposition lawmakers say Cho cannot keep refusing to countersign amendments they've passed.
