The changes in price for the iPhone 3GS and 4 is a pretty tempting offer for any iPhone holdout. The iPhone 3GS is still a very capable phone, and being free with a two-year contract will certainly convince more people to make the switch.
Whether or not the iPhone 4 price drop is more of a game changer is still a matter of opinion, but the 4S isn't exactly a game changer in itself. The 4S introduced significant hardware updates, but it was more evolutionary than revolutionary.
A free iPhone, or an already popular one at $99 is certainly a tempting offer.
