Syria should face prosecution at the International Criminal Court over last week's massacre in Houla of more than 100 civilians, UN High Commissioner for Human Rights Navi said on Friday.
Navi Pillay told the Human Rights Council in Geneva the atrocities "may amount to crimes against humanity".
She also said Syria risks sliding into an "all-out civil war".
